COMMISSIONING MANAGEMENT

CIBSE – the Chartered Institution of Building Services Engineers – define Commissioning as,

“The advancement of an installation from the state of static completion to full working order to the specified requirements. It includes the setting to work of an installation, the regulation of the system and the fine tuning of the system.”

They go on to describe Commissioning management as,

“The planning, organisation, co-ordination and control of commissioning activities,” with a Commissioning Management Organisation (CMO) detailed as below.

“The firm or person appointed to manage the commissioning process, being responsible for Overall planning, supervision and witnessing of the results of the integrated commissioning of all installed building services systems.”

This is where Concept Commissioning come in. Whether CIBSE or ASHRAE, a data centre or commercial tower, Concept Commissioning apply Quality Assurance expertise through each phase of the project lifecycle, across all building engineering services, including Electrical, Mechanical, Fire, Hydraulics and Controls. Concept Commissioning understand that proper commissioning of building services is crucial in ensuring the correct operation of the systems and their associated building services plant, to specified performance and safety requirements.

Furthermore the building owner, (or their agent), has a statutory duty to ensure compliance with local codes and regulations. It is therefore essential for them to ensure the construction programmes incorporate sufficient time in enabling commissioning to be completed prior to handover, as failure to do so may delay final handover of the building. Early involvement of a Commissioning Management Organisation demonstrates the intent in providing this time in the programme.
